Shi Taifeng

Born in September 1956, Shi Taifeng (male and of the Han ethnic group) is a native of Yushe, Shanxi Province, and a member of the Communist Party of China (CPC). With a master’s degree in law, he is a professor and doctoral supervisor enjoying a special government stipend from the State Council. He used to serve as director of the Department for Teaching and Research of Political Science and Law at the Party School of the Central Committee of C.P.C., and was head of the Organization Department at the Party School.

After November 1999, Shi was successively appointed as a member of the Administrative Board of the Party School; vice president of the Party School; a member of the Standing Committee of the CPC Jiangsu Provincial Committee; and head of the Organization Department of the CPC Jiangsu Provincial Committee. Then he served as deputy secretary of the CPC Jiangsu Provincial Committee while remaining head of the Organization Department of the CPC Jiangsu Provincial Committee. Thereafter, he also held posts as secretary of the CPC Suzhou Municipal Committee and president of the Party School of the CPC Jiangsu Provincial Committee.

In December 2015, Shi remained deputy secretary of the CPC Jiangsu Provincial Committee, and was concurrently appointed as acting governor of Jiangsu Province.

In January 2016, he remained in the position of deputy secretary of the CPC Jiangsu Provincial Committee and was promoted to governor of the province.

In April 2017, he served as secretary of the Party Committee of Ningxia Hui Autonomous Region, and in June 2017, he concurrently served as chairman of the Standing Committee of the People’s Congress of the autonomous region.

In October 2019, he was appointed secretary of the Party Committee of Inner Mongolia Autonomous Region and became a candidate for chairman of the Standing Committee of the autonomous region’s People’s Congress.

In January 2020, he was secretary of the Party Committee of Inner Mongolia Autonomous Region and was elected chairman of the Standing Committee of the autonomous region’s People’s Congress.

In April 2022, he was appointed president of the Chinese Academy of Social Sciences (CASS) and secretary of the leading Party members’ group of CASS.

Other positions Shi has held include: delegate to the 18th and 19th CPC National Congress; alternate member of the 18th CPC Central Committee; member of the 19th CPC Central Committee; deputy to the 11th, 12th, and 13th National People’s Congress (NPC); member of the 11th NPC Standing Committee, and member of the Constitution and Law Committee of the 11th NPC. 

Shi’s research focuses on jurisprudence, sociology of law, comparative law, and rule of law in contemporary China. His major research achievements include Overcoming Civilizational Misunderstandings: Modern Western Legal Anthropology; Legislation of Capitalist Market Economy; Introduction to Chinese Socialist Legal Construction; Introduction to Socialist Rule of Law; Political System Reform and Democratic Legal Construction; Globalization and Conflict Between Legal Cultures; Rule of Law and Institutional Innovation; On Law-Based Governance of the Communist Party of China; WTO and New Developments of Contemporary Chinese Legal System, etc.
