Born in January 1959, Gao Peiyong is a native of Tianjin. With a PhD in economics, he is a Chinese Academy of Social Sciences Member, research fellow, doctoral supervisor and member of the Economic Committee of the 13th National Committee of the Chinese People’s Political Consultative Conference, enjoying a special government stipend from the State Council. He started his career in October 1976 and joined the Communist Party of China in March 1993.
He won National Talent in the “Hundred Thousand Talents Project,” cultural masters, “four batches of talent,” and the national “Millions of Plan” as a leading talent in philosophy and the social sciences. He was selected by the Ministry of Education “Cross-Century Excellent Talent Training Program” and selected in the Beijing Cross-Century Outstanding Theoretical Talent 100 People Project Plan.
Gao’s areas of academic interest include fiscal and taxation theory and fiscal and taxation policy analysis. He has chaired over many important or major issues such as the National Social Science Fund Major Bidding Project, the National Social Science Fund Key Project, the National Social Science Fund Special Entrusted Project, and the National Natural Science Foundation Emergency Project. He has successively won over 20 awards, including the National Social Science Fund Project Outstanding Achievement Award, the National Teaching Achievement Award, the Beijing Philosophy and Social Science Outstanding Achievement Award, the Ministry of Education Humanities and Social Science Research Achievement Award, the Chinese Academy of Social Sciences Outstanding Achievement Award, the China Finance Society Outstanding Achievement Award, the China Taxation Institute Outstanding Achievement Award, the China International Taxation Research Institute Outstanding Achievement Award, the Renmin University of China Outstanding Achievement Award, and the Chinese Academy of Social Sciences Excellent Decision Information Award.

And he has done more than 20 special or part-time professorships in higher education institutions. He has served as the keynote speaker for the collective study of the Party and state leaders three times.
