Cai Meibiao, male, Han nationality, born in February, 1928, is a native of Tianjin and a member of the Communist Party of China. He is a researcher and PhD student advisor with the Institute of Modern History at the Chinese Academy of Social Sciences. His academic expertise is Chinese. Since 1991, he has enjoyed a special allowance awarded by the State Council.
