Gao Heng, male, Han nationality, born in January, 1930, is a native of Laohekou, Hubei Province and a member of the Communist Party of China. In 1955, he graduated from the department of law at Wuhan University. In 1961, he graduated from the School of Law at the Moscow State University as a postgraduate and later became a licentiate. He is a researcher with the Institute of Law at the Chinese Academy of Social Sciences. His academic expertise is Chinese legal history and the history of legal thought in China. Since 1992 he has enjoyed a special allowance awarded by the State Council.
