Li Qi, female, Han nationality, born in October, 1913, is a native of Raoyang, Hebei Province and a member of the Communist Party of China. In 1937, she was an undergraduate student at the department of education at Beijing Normal University. She is a researcher wit the Institute of Philosophy at the Chinese Academy of Social Sciences, and Honorary president of the China National Association for Ethical Studies. Her academic expertise is ethics. Since 1991, she has enjoyed a special allowance awarded by the State Council.
