Zhang Shouyi, male, Han nationality, born in November, 1931, is a native of Yueyang, Hunan Province and a member of the Communist Party of China. In 1960, he graduated from the Moscow State Institute of Economy as a graduate student. He is a researcher and PhD student advisor with the Institute of Quantitative and Technical Economics at the Chinese Academy of Social Sciences, and Honorary director of the Chinese Association of Quantitative Economics. His academic expertise is quantitative economics. Since 1992 he has enjoyed a special allowance awarded by the State Council.
